American manufacturing · Cidra, Puerto Rico
USA Apparel is a prime contractor to the Defense Logistics Agency and a cut-and-sew partner to leading defense primes. We operate an established plant in Cidra, Puerto Rico, with the workforce, machinery, and quality system to hold schedule on military specifications.
Who we are
USA Apparel Incorporated acquired the Cidra, Puerto Rico manufacturing operation and its federal contract portfolio, completing novation with the Defense Contract Management Agency in August 2026. The company is now the contractor of record on the Defense Logistics Agency’s MOLLE Rifleman Set component contract.
What we bring is not new capacity looking for a customer — it is a plant that has been cutting and sewing military-specification goods for years, under new ownership with the capital plan and management discipline to scale it.
Current production
Under DLA contract SPE1C1-24-D-0043, we manufacture four components of the Modular Lightweight Load-carrying Equipment system in the Army’s current camouflage pattern.

Three-day pack, MOLLE-compatible webbing

1-quart canteen and general purpose carrier

Belt-mounted load-carrying pack

Double magazine carrier with retention flap
Why buyers choose us
Every operation — cutting, sewing, finishing, packing — happens in Puerto Rico under U.S. jurisdiction. No foreign transshipment risk, no Berry Amendment waivers, no customs exposure on delivery schedules.
Our floor plan and equipment base allow us to add shifts and lines against surge requirements. We have participated in DLA Industrial Capability Assessment surveys for warstopper planning.
You deal with the people who own the outcome. Ownership, program management, and the plant are in one chain of command — not layered behind a broker or a sourcing agent.
Send us a solicitation number, a technical data package, or a sample. We will come back with a manufacturability read and an indicative price.
